Given that Puigdemont will be arrested if he sets foot in the country, they're effectively banning the only nominated candidate for the position. Puigdemont is the choice of the Catalan people in the last two elections. There is no separation of powers in Spain; no democracy.

Constitutional Court also rules that even if Puigdemont makes it into the building he cannot be invested as president without judicial permission, if the arrest warrant remains in force. Also, if he doesn't show up, the parliamentary session is automatically cancelled.
